Rules of procedure of the OSCE

The “Rules of Procedures of the OSCE” module provides insights into the procedural aspects of OSCE decision-making and informal bodies. It aims to assist the delegates from the participating States to understand and apply general and specific rules of procedure for decision-making bodies, including conduct of meetings, participation rules, working languages and official records.

Programme Overview

The "Rules of Procedures of the OSCE" module has been developed to increase the knowledge of the OSCE participating States (pS), point of contacts in Capitals (POCs) and OSCE Executive Structures about the main principles and provisions guiding the conduct of the OSCE’s decision-making and informal bodies.

The project's overall objective is to support the systemization of knowledge transfer to the delegates and national focal points in the capitals of the pS and verification centers about the rules of procedures of the OSCE.

Learning Objectives

By the end of this course, you will be able to:

  • Understand the main principles and provisions guiding the conduct of OSCE`s participating States` work, OSCE decision-making and informal bodies, as well as OSCE Partners for Co-operation.
  • Identify the structure and functions of OSCE decision-making bodies, including other related structures and institutions.
  • Understand and apply general and specific rules of procedure for decision-making bodies, including procedural aspects, working languages, official records, conduct of meetings, and participation rules.

However, please note that the course may have an end date, so it means you should complete it within the given timeframe.

Are there any requirements and prerequisites?

No special skills or knowledge are required for the course. You can start with any chapter or even attempt the certificate assessment.

Can I receive the certificate?

Yes, after completion of the course and if you pass the quizzes - you will receive an official OSCE certificate of achievement or other acknowledgement (a "Certificate").

How does the Certificate assessment work?

There will be several quiz questions covering the course content. In total, you should score 70% or more to get the certificate. Please note:

  • You will get only one attempt per question;
  • Except for Correct/Incorrect - no further feedback is provided.
What if I fail the assessment?

Don't worry - you will get unlimited attempts to re-do the certificate assessment!
